If you’re a senior JCO/OR (PBOR) promoted before a junior but earning less basic pay due to pay fixation rules, you can request a Stepping Up of Pay to match the junior’s pay. This guide explains the process, eligibility, and tips to avoid issues, including the Adhoc Increment for 2006 cases.

What is Stepping Up of Pay?

Stepping up of pay ensures fairness when a senior JCO/OR (promoted earlier) earns less than a junior (promoted later) due to pay fixation rules after promotion or MACP. The senior’s pay is increased to match the junior’s in the same rank.

  1. Check Eligibility: Compare your pay with the junior’s after their promotion. Confirm same group, trade, rank, and pay fixation issue.
  2. Prepare Comparative Statement: Include your and junior’s service details (feeder entry, mustering, UPCLASS, MACP, promotion).
  3. Submit to Unit: Provide statement, DO Part-II, pay details, and ink-signed application to Unit Clerk/Records Office.
  4. PAO Scrutiny: PAO verifies and forwards to Record Office.
  5. DO Part-II Publication: Record Office publishes Stepping-Up DO Part-II and updates Sheet Roll.
  6. Verify Pay Slip: Check pay slip for stepped-up pay and next increment.

Common Reasons for Stepping Up Issues
